The article you are about to read is culled is from the website of the Bureau of Public Procurement. You will recall that the Nigerian landscape is currently regaled with the ongoing #Dasukigate probe and of recently, President Muhammadu Buhari ordered the probe of high ranking ex-Generals and Air Marshals concerning their role in procurement of Arms for The Nigerian Security Forces.
Our Question is, if there is to be a probe of those who procured arms for the Security Forces, will it not be logical to start the probe from the Director of Defence Procurement at the Defence Headquarters covering the time frame in question ? Investigation has revealed that the 26th Chief of Army Staff of Nigeria, Lieutenant General Tukur Yusuf Buratai was Director of Defence Procurement from sometime in 2012 to 2014. This time frame fails within the scope of the #Dasukigate probe and the probe of other Ex-Generals. Why has President Muhammadu Buhari refused to probe Lieutenant General Tukur Yusuf Buratai ?
Is Buhari’s probe lopsided ? Or targeted at a particular section of people ? Who is Buhari afraid of ? Your guess is as good as mine.
The Defence Headquarters has recently organized a three-day procurement awareness seminar for the various personnel of the armed forces responsible for procurement operations. The seminar, whose theme was ”Understanding Public Procurement Policy Towards Efficient Defence Procurement in Nigeria,”was declared open by the Chief of Defence Staff (CDS), Air Marshal Alex Badeh, who was represented by Air Vice Marshall A.A. Iya, Chief of Policy and Plans at the Defence Headquarters.
In his address, the CDS expressed “profound gratitude to the Director-General of the Bureau of Public Procurement, Engineer Emeka M. Eze, OFR, and his staff for the cordial relationship between the DHQ and BPP in our collective efforts to be prudent in Defence Procurement to achieve national defence objectives,” which he hoped would be further enhanced by this Seminar.
Earlier, the Director of Defence Procurement at the Defence Headquarters,Major-General T.Y. Buratai, gave a welcome statement that underlined the importance attached to the seminar by the Defence Headquarters. “It is our hope that at the end of the Seminar we all would be better informed about Public Procurement Procedures and work towards the emergence of an enhanced Defence Procurement Procedure for the Armed Forces of Nigeria,” he stated, adding “It is further hoped that at the end of the entire exercise, participants would take away a firm grip of the difference between Public and Defence Procurement functions and procedures.”
The resource persons at the seminar were drawn from the Bureau of Public Procurement (BPP), the agency that regulates public sector procurements. The team was led by James Akanmu, head of the Bureau’s training and research unit, who also represented the Director-General of the BPP, Mr. Emeka M. Ezeh, OFR, at the opening ceremony.
